Palace: Duterte to sign proclamation on the state of lawless violence before heading to Laos.
President Rodrigo Duterte will sign the proclamation on the state of lawless violence, which he declared following Friday's deadly blast in Davao City, before leaving for Laos on Monday afternoon, a MalacaƱang official said.
"Before the President flies off to Laos this afternoon, he would have signed a proclamation prepared by the Executive Secretary [Salvador Medialdea] regarding the declaration of the state of lawless violence," said Christian Ablan, assistant secretary for policy and legislative affairs of the Presidential Communications Operations Office (PCO), in a news briefing.
Duterte on early Saturday morning put the entire country under a state of lawless violence after 14 people were killed and over 60 others were injured in a blast that hit the Night Market in Quezon City late Friday evening.
Confusion, however, ensued when on top MalacaƱang officials later clarified that the President's declaration covered only Mindanao. It was later announced that the state of lawless violence applies to the entire country.
Article 7, Section 18 of the Constitution says the President "shall be the Commander-in-Chief of all armed forces of the Philippines and whenever it becomes necessary, he may call out such armed forces to prevent or suppress lawless violence, invasion or rebellion ".
Duterte will fly to Vientiane, Laos, on Monday afternoon to attend the 49th Association of Southeast Asian Nations (ASEAN) Leaders Summit, where he will accept the chairmanship of the regional grouping for 2017.
Ablan, during Monday's press briefing, said Medialdea will be the country's caretaker while Duterte is abroad. -KBK, GMA News
